This brief draws on 24 public sources — industry guides, government agencies, salary surveys, and equipment catalogs — published between 2018 and 2026. Each figure in the report is tied to the source below so you can verify it yourself.
How sources were selected
We prioritized sources that publish original data or official fee schedules: the U.S. Small Business Administration for regulatory guidance, city agencies for permit fees, Toast and RestaurantOwner for industry benchmarks, Indeed and ZipRecruiter for wage data, and WebstaurantStore and Square for equipment pricing. Where sources disagree on a figure, we show the range and note the dispute in the table below.

Profit margin benchmarks range from 2.5% for small independents to 20% in optimistic guides, with Toast’s own data showing a 13.8% average. Build-out costs per square foot vary from $73 to $400 depending on condition, location, and whether the space is leased or new.
Rather than pick one number, this brief presents ranges and labels the source of each figure. When a range is wide, the spread itself is the finding: your city, your square footage, and your build-out condition will determine where you land inside it.
